WWII materials restrictions prohibited most metal use in toys. The familiar Hubley Texan series makes this appearance as a wood pulp composite revolver with no moving parts. This fragile material was easily broken so did not survive well. This WWII period item was probably unsold store stock.

Though obviously using the Hubley star and longhorn grips of the Texan and Texan Jr on the pistol, the box does not refer to Hubley. This is an excellent sample of toys made from wood and non-metallic composite materials to support the war effort.
